June Nakamura has over 35 years of experience in civil site work and utility design. She oversees a variety of civil and wastewater /water projects for ESI including managing their current Navy IDIQ contract as well as a number of projects for other government and private clients. Ms. Nakamura has worked on complex site development projects, investigation and assessment of water and wastewater utilities, rehabilitation and reconstruction of major sewer systems, and stormwater and industrial wastewater pretreatment improvements to comply with the Clean Water Act. Ms. Nakamura also specializes in the rehabilitation/ replacement of water and wastewater system in congested and unusual areas, and the planning and design of water and wastewater systems for sustainable facilities and communities. |

Richard Frey is triple licensed to practice in civil engineering, structural engineering, and architecture. His background and experience includes working and living in Colorado (15 years) and America Samoa (5 years) before moving to Hawaii in 1991. Mr. Frey has also worked in other remote locations including Guam, Kwajalein, and Diego Garcia. He currently serves as the overall principal in-charge for our National Park Services IDIQ contract throughout the Western Region of the United States and the Pacific Basin. Mr. Frey has served as the civil project manager/engineer on hundreds of projects involving civil site improvements, utilities design and rehabilitation, and the planning and design of innovative wastewater systems for sustainable projects. |

Audrey Yokota, our sanitary engineering principal, has extensive experience managing civil/wastewater design and engineering studies. Her work experience includes infrastructure and site planning and development; roadway, water, wastewater, and storm water drainage system master plans (including analysis to establish system sizing requirements) and designs; wastewater facilities planning and design; and development of construction plans and specifications for the dredging and disposal of dredge spoils. She is currently completing a multi-year contract with the City and County of Honolulu to upgrade and improve individual wastewater systems at various beach parks. Ms. Yokota also has experience serving as project manager/engineer on Army and Navy contracts at various locations in Hawaii and Guam. |

Janice Marsters, ESI’s newest principal, has over 17 years of experience in Hawaii in the environmental assessment and compliance and geotechnical engineering field. She has managed hundred of environmental projects in Hawaii and the Pacific, including many projects requiring investigation and remediation of subsurface or surface soil and groundwater contamination by petroleum products, heavy metals, PCBs, dioxins and pesticides. Dr. Marsters previously was a Principal at Masa Fujioka and Associates, and managed their awarding-winning environmental contract with NAVFAC Pacific. She has a thorough knowledge of environmental regulations and extensive experience working with federal, state and local regulatory agencies in Hawaii, Guam and American Samoa. She leads our environmental and sustainability consulting practice at Engineering Solutions. |
